* Manages approved budget for program or sub-unit of major program; approves expenditures, within broad guidelines; may generate income, set fees and oversee billing and accounting procedures; prepares budget reports and projections.

* Collects and analyzes DSS service data and participates in evaluating service effectiveness; designs and implements needs assessment and evaluation tools; identifies problems and makes changes, within prescribed guidelines, or recommends major changes.

* Serves as a resource to students, staff and state legislators on matters relating to interpretation and application of DSS program policies, procedures and regulations.

* Researches, designs and provides innovative organizational and educational models to management that support agency staff and enhance service delivery; conducts review and assessment of results.

* Oversees administrative and support functions for service area, including the management of DSS project teams and project members; provides coaching and other management interventions to insure that project team members meet project goals.

MINIMUM QUALIFICATIONS

* Bachelors' degree in a social, behavioral science or discipline appropriate to the program to be served and a minimum of four to five years of relevant experience; or a Masters' degree and two to four years of relevant experience.

* A background in organizational development, teaching and/or training.

* Demonstrated knowledge of social welfare programs and services.

* Excellent administrative and organizational skills, including ability to identify and resolve administrative problems.

* Ability to develop, plan, organize and facilitate workshops. Experience presenting information to diverse groups in classrooms, forums and other venues.

* Excellent written, verbal and interpersonal skills and ability to work effectively with staff and administrators as well as external agencies/groups and the public.

* Ability to conduct assessments/research, analyzes data, and apply data to individual, group, and/or organizational settings.

* Experience managing and leading project teams.

* High proficiency in MS Office Suite specifically in Word, PowerPoint, Excel and MS Project.

PREFERRED QUALIFICATIONS

* Demonstrated supervisory experience.

* Demonstrated experience and knowledge of state eligibility and enrollment systems such as the Medicaid Management Information System (MMIS), ImpaCT and the HealthCare Exchange System.

* Demonstrated ability to design curriculum with application of adult learning principles, multicultural design and criterion referenced instruction.

APPOINTMENT TERMS

These positions are funded under an annual contract with the University of Connecticut's School of Social Work and the Connecticut Department of Social Services specifically to provide organizational change management support and enhancement services for the Connecticut Department of Social Services large scale, technical project known as CT METS. The positions will be a 12-month appointment subject to the annual contract renewal. In addition, the positions will be subject to a non-renewal end date of February 2021. The positions are based in the Connecticut Department of Social Services at the Hartford location. As a University of Connecticut employee, there is a full benefits package. Salary range will be in the mid $60s.

* Address clinical issues and challenging behaviors including a functional behavioral analysis for providing direction to the home based worker.
* Provide some minimal case management and referral services to assigned caseload, including participation in interagency case conferences
* For HBTS, provide clinical supervision during social skills groups.
* Complete all necessary paperwork, including supervision progress notes, narrative reports of assessments, progress reports, treatment plans and discharge summaries
* Maintain appropriate communication with physicians, clinics, and community agencies participating in each child's care.

* Maintain compliance with all Looking Upwards policies, safety and medical standards, procedures, and EOHHS HBTS/PASS Certification Standards.

Home Based Therapeutic Support Staff are responsible for providing therapeutic support to children and families in their homes under the direction of a licensed clinician. Employees follow a child's clinical treatment plan to address the development of behavioral, communication, social, and functional adaptive skills to assist the child's ability to maintain activities of daily living and be successful at home and in the community.

Positions are locations are located throughout Rhode Island.

Most shifts are "afterschool" type hours.

Job Description
Clinical Treatment Plans:

* Understands the content of each treatment plan and follows through on goals.
* Communicates with the Clinician on progress of goals.
* Assists caregivers in developing skills to assist their child's growth and development.

Communication and Team Interactions:

* Interacts in a polite, honest, positive and professional manner with families and maintains appropriate professional boundaries at all times.
* Seeks out support from the HBTS team (Clinician, Coordinator, Leads) when needed.
* Is solution oriented and can independently problem solve as necessary per the needs of the child.
* Immediately notifies supervisor during a significant event and submits report with-in twenty- four hours or sooner as necessary.
* Ensures the right to confidentiality by sharing information with the HBTS Clinical Team and parents/care takers if appropriate, and follows HIPPA protocol.

Documentation and Follow-Through:

* Uses specific, objective and descriptive language when documenting.
* Completes all required daily documentation and data collection as related to the treatment plan.
* Accurately accounts all time at work and submits on time.
* Adheres to assigned work scheduled and does not make alterations to the schedule with prior authorization from Treatment Coordinator.
* Contacts Treatment Coordinator when documentation data sheets are incorrect or finished for replacements.

Health and Safety:

* Is observant of and sensitive to the physical wellbeing of each child.
* Uses all physical interventions only when in accordance with current treatment plan after having been trained on proper techniques.
* Uses safe driving conduct and abides by the rules of the road when transporting a child.
* Ensures that each child is free from abuse, neglect, and mistreatment and immediately reports any violations accordingly.

Mandatory Qualifications and Requirements:

* Be at least 19 years of age.
* High school diploma or GED
* Valid driver's license with acceptable driving record.
* Access to and provision of an insured and inspected automobile on an ongoing basis.
* Ability to complete CPR, First Aid, CPI and other required trainings as necessary.
* Capable of effective oral and written communication
* Capable of reading and comprehending policies and instruction, and use varying degrees of independent judgment and discretion.
* Ability to respond to appropriately to emergency situations.

Essential Physical Demands:

Must be able to lift up to 50lbs independently. Physical demands are in excess of sedentary work as position frequently requires walking, standing, reaching, fingering, stooping, bending, pushing and pulling. Ability to carry out CPI techniques and holds.

Work Environment:

Ability to work in various environments which may include different home settings as well as community settings both indoors and outdoors during all seasons.
